Outlook 2010 "operation has been cancelled..."

When clicking on a link, url, or email address with in an email the error message “This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.” appears. (image attached).
This is due to a permission patch missing from the system. This will need to be installed by the IT department to resolve this issue.
